Appropriates $37,000,000 from state general revenues to the state highway fund for fiscal year 2016-2017 to address projected deficits beginning in 2016-2017.

Addresses funding shortfall caused by lower fuel tax revenues from increased fuel-efficient vehicles, increased highway maintenance costs, and unanticipated emergency repair expenses.

Requires governor to submit a report by November 1, 2018 on state highway fund sustainability, including actions taken, sustainability plan with options, five-year financial projections, and proposed legislation.

Deposits must be expended in accordance with appropriations in Act 119, Session Laws of Hawaii 2015 or other acts enacted during the 2016 regular session that appropriate state highway fund proceeds.

Effective July 1, 2016.
