Extends the sunset date of the Motion Picture, Digital Media, and Film Production Income Tax Credit from January 1, 2019 to January 1, 2024, providing an additional five years for the tax credit program.

Amends Act 88, Session Laws of Hawaii 2006 (as amended by Act 89, Session Laws of Hawaii 2013) to change the application period for qualified production costs from ending January 1, 2019 to January 1, 2024.

Delays repealment of the tax credit statute until January 1, 2024, allowing section 235-17, Hawaii Revised Statutes to remain in effect during the extended period.

Addresses the legislature's finding that film production processes extend over several years in planning and preproduction phases, and that the extension will help Hawaii remain competitive in attracting productions that generate revenue, jobs, and tourism exposure.

Takes effect on July 1, 2030.
