Requires the Hawaii Community Development Authority (HCDA) to prohibit or restrict stopping, standing, or parking of vehicles on sidewalks of private streets in the Kakaako Community Development District that are dedicated to public use.

Applies definitions of "sidewalks" and "streets" from Hawaii Revised Statutes section 291C-1 to this requirement.

Addresses rapid development in Kakaako between 2016 and 2020 by ensuring pedestrian and public safety on streets that connect private and public roadways.

Reflects state and city complete streets policies that prioritize safe access for pedestrians, bicyclists, and transit riders alongside motorists.

Takes effect July 1, 2050.
