Amends section 571-21(a) of Hawaii Revised Statutes to prioritize informal adjustment over formal court action for children whose only involvement with family court is due to truancy violations under section 302A-1132.

Amends section 571-31.4(a) to establish the same priority for informal adjustment in cases where a child is referred to court or designated agency solely for truancy-related violations.

Requires that informal adjustment be attempted before formal proceedings are initiated in truancy cases, while maintaining existing procedures for other types of family court matters.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the Act's effective date.
