Prohibits denying a meal to any student for failure to pay during the first 30 days of a semester while their application for free or reduced lunch is being processed.

Prohibits denying a meal to any student for up to one week after their meal fund account reaches zero or negative balance.

Authorizes the Department of Education to adopt rules and policies for collecting funds from student meal accounts with negative balances, provided no policy can prevent feeding students as required by this act.

Applies to all schools where students are required to eat meals at school under the school meals program.
