Creates a new section in Chapter 194 of Hawaii Revised Statutes allowing the Hawaii Invasive Species Council to add to or delete from its invasive species list without following standard notice and public hearing requirements under Chapter 91.

Requires the Council to adopt separate rules under Chapter 91 that establish methods for obtaining public input and notifying the public of any changes to the invasive species list.

Amends Section 194-5(a) to authorize the Department or its agent to enter private property to control or eradicate invasive species after providing reasonable notice to the property owner.

Effective date of January 20, 2050.
