Amends Hawaii Revised Statutes Section 11-381(a)(8) to allow candidates to use campaign funds to pay for memberships in civic or community groups as part of ordinary and necessary expenses incurred in connection with holding office.

Adds membership expenses to the existing list of permissible campaign fund uses, which already includes donations to charitable organizations, scholarships, event tickets, and party contributions.

Applies to candidates, treasurers, and candidate committees in Hawaii.

Takes effect upon approval.
