Amends Hawaii Revised Statutes Section 281-31(c) to permit the liquor commission to allow Class 2 restaurant licensees to sell malt beverages manufactured on their premises in brewery-sealed kegs and growlers for off-premises consumption.

Defines "growler" as a glass or metal container not exceeding one half-gallon that must be securely sealed.

Applies only to malt beverages that are manufactured on the licensee's premises, limiting the provision to on-site brewery operations.

Takes effect upon approval by the Governor.
