Appropriates general revenue funds to the Department of Health for fiscal year 2016-2017 to expand emergency medical services in the Moanalua, Aliamanu, Red Hill, Salt Lake, and Foster Village communities on Oahu.

Authorizes an additional emergency medical services unit to relieve burden on Honolulu's emergency medical services division in these high-density areas.

Addresses increasing emergency response call volume in the specified areas, which experienced 4,418 calls in 2014 alone and faced response time delays increasing from 8.46 minutes to 9.4 minutes between 2011-2014.

Targets communities situated at significant distance from the two nearest hospitals: Kuakini Hospital in Liliha and Pali Momi Hospital in Aiea.
