Prohibits the University of Hawaii Board of Regents from charging student athletic fees, making such fees voluntary rather than mandatory.

Amends Hawaii Revised Statutes Section 304A-401 by adding a new subsection (c) stating the board shall not charge student athletic fees, notwithstanding other fee authorities.

Addresses the legislature's concern that a $50 per semester athletic fee (implemented in spring 2011) and a proposed increase to $100 per semester places undue financial burden on students, particularly those uninterested in athletics.

Finds that student athletic fees are a matter of statewide concern under the Hawaii State Constitution and that athletic programs should cover their own costs rather than relying on mandatory student fees.

Takes effect July 1, 2016.
