Department of Business, Economic Development, and Tourism shall contract with the Pacific International Space Center for Exploration Systems to conduct a small-satellite economic assessment study analyzing potential markets, timeframes, and economic drivers for small-satellite launch facilities in Hawaii.

Study must examine Hawaii's potential as a location for small-satellite launch and processing facilities, recognizing the state's advantages for equatorial launches and growing private-sector interest.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2017 regular legislative session.

Appropriates $100,000 from general revenues for fiscal year 2016-2017 to fund the small-satellite economic assessment study.

Act takes effect on July 1, 2016.
