Authorizes Hawaii Correctional Industries to sell goods and services directly to the general public, in addition to current sales to the State, counties, and federal government.

Repeals section 354D-15, which previously prohibited the sale of articles or products manufactured by inmates on the open market.

Modifies section 354D-4 to allow correctional industries to conduct enterprises for employment of inmates with products and services "for sale to the public."

Aims to improve financial self-sufficiency of the correctional industries program and expand work training opportunities for inmates without additional cost to the State.

Takes effect on July 1, 2030.
