Establishes the Puuhonua Commission within the Department of Public Safety to assist post-incarcerated persons, probationers, and parolees with reintegration into society.

Commission shall develop partnerships with businesses, nonprofits, churches, unions, government agencies, and schools to create a network addressing housing, healthcare, vocational training, job searches, counseling, mentorship, and mental health services.

Commission consists of nine members appointed by the governor: three direct appointments (at least one former inmate), two from senate nominees, two from house nominees, and two from Office of Hawaiian Affairs nominees; members serve four-year terms with a two-term limit.

Establishes county advisory committees in each of Hawaii's counties with three members each to inform the commission of local needs and ensure quarterly meetings occur.

Members serve without compensation but may be reimbursed for reasonable expenses; the act takes effect July 1, 2050.
