HB 2199 Summary

• Establishes the Transit Oriented Development Infrastructure Authority within the Department of Business, Economic Development, and Tourism to oversee infrastructure development on state lands.

• Authority jurisdiction covers all state property within one-quarter mile of rail stations constructed as part of the high-capacity transit corridor project in Honolulu.

• Authority board consists of seven members: directors of finance, transportation, and office of planning (or designees); a cultural specialist; two at-large members nominated by the senate president and house speaker; and the Honolulu planning director in a nonvoting ex officio capacity.

• Creates a special fund for the authority supported by transient accommodations tax revenues, legislative appropriations, and gifts or grants, with moneys used for infrastructure development and authority operations.

• Effective July 1, 2016, with authority required to preserve Hawaiian archaeological, historic, and cultural sites and comply with county transit-oriented development plans.
