Amends Hawaii Revised Statutes Section 853-4(a) to prohibit deferred acceptance of guilty or no contest pleas for defendants charged with offenses against a family or household member, as defined in section 709-906.

Expands the existing list of crimes ineligible for deferred acceptance status to include any offense committed against a family or household member, not just abuse of family or household member charges.

Maintains all other existing prohibitions on deferred acceptance pleas, including those for violent crimes, drug distribution to minors, firearm-related offenses, and prior deferred acceptance recipients.

Takes effect upon approval with no retroactive application to rights, duties, penalties, and proceedings that began before the effective date.
