Establishes a first-generation matching grant program administered by the University of Hawaii to incentivize private donors to contribute toward grant-based financial aid for undergraduate students.

Eligible students must be Hawaii residents for tuition purposes, first-generation college students (whose parents lack a baccalaureate or higher degree), enrolled for at least six credit hours per term, and have submitted a Free Application for Federal Student Aid.

State appropriations shall match private contributions on a dollar-for-dollar basis, with funds deposited into the University of Hawaii scholarship and assistance special fund.

Priority funding goes to students who qualify for federal Pell Grant funds, and awards cannot exceed the university's estimated annual cost of attendance.

Private contributions are only eligible for this matching program and cannot be matched by other state matching grant programs.
