Parking facilities with at least 100 publicly available parking spaces must designate and equip at least one space exclusively for electric vehicles with a charging system by July 1, 2012.

Owners with multiple parking facilities may meet the requirement through aggregate compliance across all properties rather than individual facility compliance.

Beginning January 1, 2017, owners failing to comply face escalating fines: $1,000 for first violation, $5,000 for second, $10,000 for third, and $20,000 for fourth and subsequent violations.

First-time violators must receive written warning 30 days before fines are assessed and are allowed 120 days after any violation to comply without citation.

Applies to parking facilities connected to hotels, retail establishments, theaters, sports arenas, hospitals, office buildings, and other specified establishments.
