Appropriates unspecified general revenues for fiscal year 2016-2017 to fund full-time equivalent positions for the University of Hawaii system-wide Pamantasan Council, including instructional faculty, student personnel, and graduate assistantships.

Establishes that the Pamantasan Council will support Filipino student recruitment, retention, and success at the University of Hawaii through curriculum development, workshops, and community partnerships.

Directs appropriated funds toward expansion of Philippine language courses (Ilokano and Tagalog), Philippine studies, and Filipino-American content across University of Hawaii campuses.

Addresses findings that Filipino students comprise only 12 percent of the University of Hawaii system despite being the second largest ethnic group in Hawaii with 15-25 percent of the state population.

Takes effect July 1, 2525 (appears to be a drafting error as the bill was from the 2016 legislative session).
