Adds a new chapter to Hawaii Revised Statutes establishing regulatory authority over transient occupancy hosting platforms by the Department of Commerce and Consumer Affairs (DCCA).

Requires owners and operators of hosting platforms to annually report to DCCA the addresses of all residential units in Hawaii offered for transient occupancy and their tax identification numbers.

Defines key terms including "hosting platform" (internet marketplace facilitating residential unit rentals for compensation), "residential unit" (multi-family or single-family residential units), and "transient occupancy" (transient accommodations as defined under section 237D-1).

Imposes administrative fines on hosting platform owners or operators who fail to comply with reporting requirements, with fines deposited into the compliance resolution fund.

Takes effect upon approval.
