Establishes the University of Hawaii green special fund to collect savings from energy conservation measures and reinvest them into energy efficiency, renewable energy, and sustainability projects.

Fund revenues include savings from energy conservation, legislative appropriations, investment earnings, gifts, donations, rebates, grants, and incentives associated with energy conservation measures.

Moneys in the fund support energy efficiency and sustainability projects including personnel, equipment, planning, design, and implementation costs, with expenditures over a specified threshold requiring legislative approval.

University of Hawaii may transfer other funds into the green special fund to offset costs of sustainability initiatives.

Requires the University of Hawaii to submit an annual report to the legislature detailing deposits, savings calculations, revenues, rebates, grants, and other transferred funds, due 20 days before each regular legislative session.
