Amends Hawaii Revised Statutes Section 103D-202 to require the state procurement policy board to conduct annual compliance audits of a minimum of two executive departments, divisions, or agencies.

Audits shall target agencies based on a pattern of noncompliance with procurement law or circumstances suggesting intent to circumvent procurement requirements.

Requires follow-up audits of any department, division, or agency previously audited under the noncompliance or circumvention criteria.

Authorizes additional compliance audits through random selection or other means authorized by law.

Mandates the state procurement office report all audit results to the legislature no later than twenty days before each regular session convenes.
