Requires state procurement decisions to consider contractors' past performance on similar projects, including delays, change orders, contract extensions, cost overruns, and corrective actions.

Defines "past performance" as available recent and relevant performance by contractors on state, federal, or private contracts to be used in responsibility determinations.

Mandates past performance evaluations be included in bid evaluation criteria for competitive bidding (invitation for bids) and request for proposals processes.

Requires past performance review to be conducted for sole source contract awards without competition.

Appropriates $500,000 for fiscal year 2016-2017 to the state procurement office to implement the new requirements; effective January 1, 2017.
