Appropriates unspecified funds from general revenues to the rental housing revolving fund for fiscal year 2016-2017 to support development, construction, acquisition, preservation, and rehabilitation of rental housing units.

Appropriates unspecified funds to the department of human services to continue and expand the housing first program (currently limited to Oahu) to serve chronically homeless individuals on neighbor islands, providing housing and support services without preconditions for treatment compliance.

Appropriates unspecified funds to the Hawaii public housing authority for repair and maintenance of existing public housing stock, and authorizes establishment of one full-time public housing specialist II position to administer the rent supplement program.

Appropriates unspecified funds for a rapid re-housing rental assistance program within the department of human services for homeless working individuals and families, providing up to $500 monthly subsidies to those paying at least 40% of adjusted gross income for rent.

Takes effect July 1, 2050.
