Clarifies that it is unlawful for any animal owner or person in possession of an animal to desert that animal, defined as leaving without intending to return.

Increases penalty for animal desertion from petty misdemeanor to petty misdemeanor with mandatory fine of no less than $1,000.

Establishes misdemeanor offense with mandatory fine of no less than $2,000 when desertion recklessly causes the animal's death or substantial bodily injury, or when the deserted animal subsequently causes death or injury to livestock.

Creates separate offense for each animal deserted that suffers death or substantial bodily injury.

Exempts animal population management programs and surrender of animals to animal protection organizations from the desertion law.
