Department of Health shall assess the viability of the glass advance disposal fee program, including the number of covered containers, average size and weight, and shipping and processing costs.

Assessment shall include recommendations on whether an increase to the glass advance disposal fee under Hawaii Revised Statutes Section 426-82 is necessary for program continuation.

Department of Health must submit a report with findings, recommendations, and any proposed legislation no later than twenty days before the 2017 regular legislative session.

Department of Health must also report on progress implementing recommendations from Auditor's Report No. 14-17 regarding local alternatives to shipping non-deposit glass out of Hawaii by twenty days before the 2017 session.

Act takes effect July 1, 2030.
