Requires the Department of Business, Economic Development, and Tourism to prepare a report examining linkages between Hawaii's tourism industry and other local industries to identify ways to reduce economic leakage.

Defines economic leakage as revenue generated by tourism that leaves the State's economy rather than being retained, including imported foods, souvenirs, jewelry, and other products.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2017 regular legislative session convenes.

Appropriates funds from general revenues for fiscal year 2016-2017 to support preparation of the report and improvement of the State's economic input-output model.

Takes effect July 1, 2016.
