Appropriates funds from general revenues for fiscal year 2016-2017 to the High Technology Development Corporation for technology internship grants and workforce development programs.

Limits individual internship grants to a maximum of $1,250 per intern and restricts companies to receiving no more than $2,500 per year.

Authorizes funding for programs including skills assessment, program development, seminars, and training to build Hawaii's technology talent pipeline.

Supports the Corporation's goal of creating eighty thousand new technology and innovation jobs earning more than $80,000 per year by 2030.

Takes effect July 1, 2050.
