Transfers the state foundation on culture and the arts from the department of accounting and general services to the department of business, economic development, and tourism, placing it within the creative industries division.

Replaces the comptroller with the director of business, economic development, and tourism as the responsible official for selecting, commissioning, and placing works of art under the one percent art acquisition program.

Transfers all rights, powers, functions, and duties related to the state foundation on culture and the arts from the accounting and general services department to the business, economic development, and tourism department.

Preserves the civil service status, salary, seniority, and benefits of all transferred employees, with exempt employees retaining their exempt status.

Takes effect on July 1, 2016.
