Allows moneys allocated for printed curricular materials to be expended for digital formats of those materials.

Expands the definition of "curricular materials" to explicitly include digital content accessed through computers or electronic mediums, internet-based course content providers, and digital software, in addition to traditional textbooks and instructional materials.

Repeals the narrower definition of "school textbooks, instructional materials, library books, equipment, or supplies" and replaces it with the broader "curricular materials" definition.

Renames the "textbook and instructional materials fee special account" to the "curricular materials fee special account" to reflect the expanded scope of materials that can be purchased with collected fees from student damage or loss.

Takes effect upon approval.
