Expands the National Board Certification Incentive Program to include school psychologists with National Association of School Psychologists certification, in addition to teachers with National Board for Professional Teaching Standards certification.

Provides school psychologists with the same $5,000 annual bonus for maintaining current national board certification as teachers receive.

Adds a $5,000 additional annual bonus for school psychologists employed at focus, priority, or superintendent's zone schools, schools with high turnover rates, or hard-to-fill schools.

Authorizes continuing bonuses for school psychologists who maintain certification and remain at schools after those schools transition out of qualifying designations, with bonuses continuing until certification expires or employment ends.

Takes effect on July 1, 2050.
