Establishes a 66-cent surcharge on each retail transaction of prepaid wireless telecommunications service, collected by sellers at point of sale.

Surcharge is the consumer's liability and must be separately itemized on invoices or receipts provided to the purchaser.

Sellers may retain 3% of collected surcharges as a processing fee; remaining amounts must be remitted to the Enhanced 911 Board within 30 days.

Surcharge does not apply to minimal service sales (10 minutes or less, or $5 or less) sold with a prepaid wireless device for a single non-itemized price.

Collected surcharges fund the Enhanced 911 Fund exclusively for deploying and sustaining enhanced 911 service, developing future technologies, and administrative expenses; becomes effective July 1, 2017.
