Amends Hawaii Revised Statutes Section 8-5 to restructure the King Kamehameha Celebration Commission by updating member organization names and adding two new organizations (Daughters of Hawaii and renaming Waimanalo Homesteaders Association to Waimanalo Hawaiian Homes Association).

Changes the at-large member appointment process from requiring one resident from each of four islands (Kauai, Maui, Molokai, and Hawaii) to appointing four at-large members representing the city and county of Honolulu and the counties of Kauai, Maui and Kalawao, and Hawaii.

Requires member organizations to maintain certificates of good standing and active membership lists, and allows organizations to recommend members with expertise in legal issues, business, accounting, marketing, philanthropy, or public relations.

Authorizes the commission to appoint an executive director as the chief executive officer responsible for fiscal, administrative, and programmatic matters, with salary not exceeding that of state department heads; allows removal by two-thirds vote for cause.

Permits the commission chairperson to appoint an advisory committee of past members and personnel for historical and archival guidance, and expands the commission's role to support additional events beyond June 11 celebrations as approved by the commission.
