Consolidates the Office of Information Management and Technology and the Information and Communication Services Division of the Department of Accounting and General Services into a single Office of Enterprise Technology Services under the Chief Information Officer.

Establishes the Chief Information Officer as the State's information technology leader reporting directly to the Governor, with authority to oversee statewide IT governance, strategic planning, and technology standards.

Adds new responsibilities for the Chief Information Officer including coordinating IT procurement across state departments to ensure compliance with security and software update standards.

Removes statutory references to the Information and Communication Services Division and transfers all related IT functions, rules, contracts, equipment, and appropriations to the Office of Enterprise Technology Services.

Updates the Information Technology Steering Committee composition to replace the Information and Communication Services Division administrator with the Chief Information Officer as a voting member.
