Appropriates $10,260,163.74 from general revenues for fiscal year 2015-2016 to pay judgments and settlements against the State across multiple departments, with the largest single payment of $4,000,000.00 to settle Persin v. State of Hawaii claim against the Department of Public Safety.

Appropriates $700,000.00 from the state highway fund for fiscal year 2015-2016 to pay two claims against the Department of Transportation, Highways Division ($650,000.00 for Le v. Turtle Bay Resort settlement and $50,000.00 for Faith Action for Community Equity settlement).

Requires departments to obtain approval from the attorney general before making any payments and limits interest on judgments to the period from judgment date to thirty days after the Act's effective date.

All unexpended and unencumbered balances lapse as of June 30, 2017, and the Act takes effect upon approval.
