Amends Hawaii Revised Statutes Section 584-8 to expand service methods in paternity cases when respondents cannot be personally located or served.

Authorizes courts to order service by publication in a newspaper of general circulation once weekly for four consecutive weeks, with the last publication at least 21 days before the hearing date.

Permits alternative service methods including posting to online publication websites, service by electronic mail or social media, and posting to public bulletin boards when authorized by the court.

Specifies that proof of service by these alternative methods shall be satisfied by affidavit or declaration from the authorized representative or process server.

Clarifies that electronic copies or facsimiles of signatures on United States Postal Service certified mailers constitute valid proof of service when using registered or certified mail.
