HB 2283 - Charitable Solicitation

• Expands the definition of "professional fund-raising counsel" to exclude persons who only prepare grant or subsidy application materials for charitable organizations.

• Requires professional solicitors to disclose at the outset of solicitation: their true name, employer/contractor name, the registered professional solicitor's name, that they are paid to solicit, and the charitable organization involved.

• Mandates written confirmation prior to collecting contributions that discloses tax-deductibility status and the registered professional solicitor's name and current address.

• Establishes late filing fees of $100 initial plus $20 per day (capped at $1,000) for professional solicitors failing to timely file required financial reports with the attorney general.

• Expands charitable organization exemptions from registration requirements to include adult day health centers, hospices, intermediate care facilities, and skilled nursing facilities that are licensed or Medicare-certified by the State.
