Removes "membership-based" requirement from the definition of "community-based organization" to allow nonprofit corporations organized by geographic community, community of identity, or community of interest to qualify.

Reduces the community-based economic development advisory council from twelve members to nine members, with six appointed members instead of nine.

Expands eligible uses of grants to include provision of technical assistance to community-based organizations, in addition to community-based economic development activities and enterprises.

Adds organizations providing technical assistance to community-based organizations as eligible grant applicants alongside nonprofits, profit subsidiaries of nonprofits, and cooperative associations.

Appropriates funds from general revenues to the Hawaii community-based economic development revolving fund and from that fund for technical and financial assistance in fiscal year 2016-2017.
