Reduces the board of directors of the Pacific International Space Center for Exploration Systems from ten members to nine members.

Eliminates the ex officio non-voting position for a National Aeronautics and Space Administration representative from the board.

Maintains four standing positions: the space center executive director (voting), director of business, economic development, and tourism, president of the University of Hawaii, and six appointed members from government, industry, and academia.

Allocates the six appointed positions with two nominees from the president of the senate, two from the speaker of the house of representatives, and two appointed directly by the governor.

Takes effect on February 19, 2022.
