Renames the "Hawaii Television and Film Development Special Fund" to the "Creative Media and Film Infrastructure Special Fund" and expands its revenue sources to include studio rental fees, film permit processing fees, and motion picture tax credit processing fees.

Eliminates the Hawaii Television and Film Development Board and transfers fund administration to the Department of Business, Economic Development, and Tourism to support Hawaii film studio operations, repairs, and maintenance.

Directs fund revenues to support Hawaii film studio operations and maintenance (estimated $150,000 annually), Hawaii film office operations, creative media industry development programs, and workforce training initiatives in film and creative industries.

Appropriates $500,000 from general revenues for fiscal year 2016-2017 to the creative media and film infrastructure special fund, with the same amount authorized for expenditure from the fund during that period.

Repeals sections 201-111, 201-112, and 201-114 of Hawaii Revised Statutes, eliminating board definitions, board structure provisions, and inspection authority provisions.
