Appropriates and authorizes funds for collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (14) for fiscal biennium 2015-2017, with all funding sources (General, Special, Federal, and Other Funds) set at -0-.

Appropriates and authorizes funds for salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (14) employees for fiscal biennium 2015-2017, with all funding sources set at -0-.

Directs the director of finance to allot appropriated or authorized funds to appropriate state departments for expenditure in respective fiscal years.

Provides that salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

Unencumbered and unexpended funds lapse as of June 30, 2016, and June 30, 2017, with the Act taking effect July 1, 2091.
