Amends the definition of "dependent-beneficiary" in Chapter 87A, Hawaii Revised Statutes, to clarify eligibility of children for participation in the Hawaii Employer-Union Health Benefits Trust Fund.

Changes "unmarried child" to "child" to allow married dependents to participate in fund benefit plans, bringing the definition into conformance with the federal Patient Protection and Affordable Care Act.

Excludes children born more than ten months after the death of an employee killed in the performance of duty, an active employee eligible to retire at death, or a retired employee-beneficiary.

Maintains eligibility for unmarried children regardless of age who are incapable of self-support due to mental or physical incapacity existing before age nineteen.

Takes effect on July 1, 2016, and does not affect rights that accrued before the effective date.
