Amends Section 489D-5 to update references from "Federal Reserve Board" to "Consumer Financial Protection Bureau" in Regulation E regarding electronic transfer of government benefits.

Modifies Section 489D-15 to require persons or groups requesting approval of a proposed change in control of a money transmitter licensee to submit applications with a $2,500 nonrefundable fee.

Expands information requirements for change of control applications to include material litigation history, criminal convictions for the five-year period prior to application, and authorizations for criminal history record checks of persons assuming control.

Amends Section 846-2.7 to add criminal history record check authority for the Department of Commerce and Consumer Affairs on persons who will assume control of a money transmitter licensee in connection with change of control applications.

Effective upon approval.
