Clarifies that the four-year statute of limitations under Hawaii Revised Statutes chapter 480 (consumer protection law) does not apply to actions brought by the State and its agencies.

Removes subsection (b) of section 480-24, which previously contained tolling provisions (extensions of the limitation period) for State actions when defendants were out of state, had pending bankruptcy cases, or had related pending criminal actions.

Codifies the common law principle that the State is not subject to statutes of limitations unless specifically designated by statute, consistent with section 657-1.5, Hawaii Revised Statutes (enacted in 1991).

Takes effect upon approval.
