Reduces the Hawaiian blood quantum requirement for lessee relatives eligible to succeed to Hawaiian home lands leases from one-quarter to one-thirty-second Hawaiian.

Applies the lower one-thirty-second Hawaiian requirement to husbands, wives, children, grandchildren, brothers, and sisters of the original lessee.

Maintains exemptions from Hawaiian blood requirements for descendants of non-Hawaiian individuals who were entitled to leased lands under the Act of May 16, 1934, or the Act of July 9, 1952.

Preserves the existing succession hierarchy and designation procedures, allowing lessees to designate successors in writing with department approval.

Becomes effective upon approval by the Governor and with consent of the United States.
