Authorizes the Department of Human Services to conduct criminal history record checks without consent of an alleged perpetrator of child abuse or neglect when an assessment is required under the Child Protective Act.

Expands criminal history checks to include all adult household members living with the alleged child victim to identify safety and risk factors.

Adds new section 587A- to chapter 587A, Hawaii Revised Statutes, establishing the department's authority to conduct these background checks without requiring consent.

Amends section 587A-11 to explicitly authorize criminal history record checks of alleged perpetrators and all adults in the family home as part of the department's investigation powers.

Takes effect upon approval.
