HB2343 Summary

• Expands background check requirements for child care providers to include sex offender registry checks for applicants, employees, and household members of licensed or registered facilities.

• Requires background checks to include examination of other states' child abuse and neglect registries for individuals who have resided in those states during the past five years.

• Mandates that exempt providers receiving child care subsidies complete pre-service or orientation training in health and safety topics and submit to monitoring inspection visits by the Department of Human Services.

• Establishes mandatory denial of licenses or registrations for applicants or employees who refuse background checks, make false statements, or are registered on any sex offender registry.

• Aligns Hawaii law with federal Child Care and Development Block Grant requirements (P.L. 113-186) and takes effect July 1, 2016.
