Adds permanent civil service exemption for all energy program managers, energy program specialists, energy program assistants, and energy analysts in the state energy office within the department of business, economic development, and tourism.

Authorizes the department of health to establish up to 18 permanent or temporary exempt forensic psychologist positions (including one court examiner supervisor) and 2 exempt Hawaii state hospital primary care physician positions, expiring three years after enactment unless extended.

Provides three-year civil service exemptions for specified positions in the department of human services Med-QUEST division (division administrator, finance officer, health care services branch administrator, medical director, clinical standards administrator, and research/health analytics manager).

Provides three-year civil service exemptions for all psychologist positions in the department of public safety and mental health positions in the correctional health care program (mental health branch administrator, mental health section administrators, and dentists).

Provides three-year civil service exemptions for all physicians, dentists, forensic psychologist supervisors, and forensic psychologists in the department of health adult mental health division, effective July 1, 2016.
