Amends the statutory definition of "developmental disabilities" in Hawaii Revised Statutes Section 333F-1 to include children from birth to age nine with substantial developmental delays or specific congenital or acquired conditions.

Allows young children to qualify for developmental disability services without meeting the standard requirement of having three or more functional limitations in major life activities, if they have a high probability of meeting those criteria later in life without intervention.

Clarifies that the federal definition of developmental disabilities was revised in 2000 to account for infants and young children whose functional abilities cannot be reliably assessed using criteria designed for adolescents and adults.

Adds an exception to the existing definition that specifically addresses the assessment challenges for children under nine years old, enabling earlier access to necessary services and supports.

Takes effect upon approval.
