Conforms Hawaii's Workforce Development Council to the federal Workforce Innovation and Opportunity Act of 2014 (P.L. 113-128), replacing references to the superseded Workforce Investment Act of 1998.

Modifies council composition from 31 members to 41 members, including 17 private sector representatives (increased from 12), 8 labor and workforce training organization representatives (new category), and 4 mayors (increased from 2), while reducing legislative representatives from 4 to 2.

Establishes a quorum requirement of 16 members and specifies that all council members may continue serving until successors are appointed, with vacancies filled for the remainder of the predecessor's term.

Replaces the council's detailed duties under the old federal law with 19 new responsibilities aligned with P.L. 113-128, including developing comprehensive state workforce plans, establishing performance measures, managing one-stop delivery systems, and reviewing local workforce board certifications.

Changes council member compensation from entitlement to actual travel expenses and updates the executive director's duties to assist in carrying out council functions under the new federal framework.
