Allows the Hawaii Labor Relations Board to require complainants to serve copies of unfair labor practice complaints on respondents, rather than the board serving them.

Permits service of complaints and hearing notices through electronic service designated by the board, in addition to first class mail and personal delivery.

Requires written notice of hearings be provided at least 15 days in advance by first class mail or electronic service, replacing the previous 10-day requirement.

Updates service provisions for parties located outside Hawaii to include electronic mail addresses in addition to traditional mailing addresses.

Effective date of July 1, 2112.
